If you have a standard 8′ ceiling height, hang your window treatments close to the ceiling rather than right at the window.  This will draw your eye up and create the illusion of a higher ceiling.  Mount the hardware 4-6″ from the ceiling if possible, and if buying off-the-shelf draperies, using 96″L panels will allow for puddling and give you an even longer look.
